A Starfleet officer, Lieutenant Moyer was a young attorney in the JAG office on Starbase 47 (Vanguard) in 2265. She took part in the deposition of Commodore Reyes during the inquest into the loss of the USS Bombay. Desai regarded Moyer as her quick-minded and efficient prosecutor, [1] as well as an expert racquetball player. [2] In 2266, Desai appointed Moyer to assist in the prosecution of Commodore Reyes when he was court martialled for leaking classified information. [3]
