Raffi contacted her in an attempt to obtain diplomatic credentials and an official letter of credence for former Admiral Picard. Emmy initially refused but agreed when Raffi made it clear that Picard would go to The Artifact anyway, which would be seen by the Romulans as an act of war. Emmy insisted that Raffi not contact her ever again. [2]
