A resident of Sanctuary District A in San Francisco during 2024, Webb was keen to let people outside the Sanctuaries know about the harsh living conditions within them. He strongly favoured peaceful protest, but became a reluctant participant in the Bell riots when they broke out. [2] Webb supported Sisko's efforts to keep the hostages alive throughout the riots, and was one of those who managed to gain media access to the outside world to state his case to the people. [3]
