Savar was a Vulcan Starfleet officer who worked at Starfleet Command on Earth in 2364. He was infected by an alien parasite, becoming part of the conspiracy affecting Starfleet at the time. Savar was freed by Captain Picard when he and Riker killed the leader of the parasites. [1]
