A starfleet officer, Kwan was born on Psi Upsilon IV to Ronald and Emiraa Kwan. During his career he served aboard the USS Pueblo, the USS Seaview, and the USS Enterprise-D. He also served at the Utopia Planitia shipyard during the construction of the Enterprise-D as a second assistant team leader for the warp engine emergency control systems and an assistant team leader for the plasma venting and control systems local installation. In 2370 Kwan was affected by an empathic signature which had been imprinted on a part of the ship by an accident during it's construction; he commited suicide by throwing himself into the plasma injectors.
