A Sikarian magistrate, Labin invited Voyager's crew to visit his planet in 2371 for shore leave. Although he appeared on the surface to be a kind and generous man, in fact his only motivation in helping others was the satisfaction it gave to him personally. He refused to allow Voyager to use the Trajector technology his people possessed to help the ship to shorten the journey back to the Alpha Quadrant. [1]
