Planetary nebulae are formed by the blowing off of the outer layers of a dying star. Typically a red giant runs out of fusible materials and starts to collapse under its own weight. This increases its density which starts fusion over again. In doing so it blows off the outer layers of the star, which forms a nebula. This process repeats multiple times, at various intervals depending on the composition of the star, its size and other factors. Each time the nebula expands and mutates. [1]
