The leader of the terrorist group which infiltrated the Enterprise-D to steal some trilithium whilst the ship was undergoing a Baryon sweep at the Remmler Array. Kelsey escaped with the trilithium, but was unaware that Captain Picard had removed the control rod from the containment unite. The unit exploded shortly after she left the ship, killing Kelsey. [1]
